Preliminary Business Case

Project Information

Following on from our work developing the Master Plan for the Ipswich Health Precinct (IHP), Destravis was engaged by West Moreton Hospital and Health Service (WMHHS) to develop the Preliminary Business Case for same.

The IHP PBC was the first Business Case delivered under a combined Investment Review Committee (IRC) and Building Queensland (BQ) Framework.  A Framework which Destravis developed especially to meet the different needs of both bodies.

The PBC which encapsulates the WMHHS Strategic Service Plan and Ipswich Health Precinct Master Plan aims to create a strategic network of health facilities in a staged way which minimises latent capacity by:

  • Revitalising existing infrastructure at Ipswich Hospital
  • Repurposing strategic assets in the Ipswich city centre
  • Commissioning same day services using a partnership model in Ipswich Health Precinct
  • Commissioning acute services using a partnership model in the fast-growing Ripley and Springfield areas.

This PBC for IHP proposes implementation of the WMHHS Strategic Service Plan in 3 stages:

  • Stage 1, with phases 1A and 1B delivered by 2024
  • Stage 2 by 2026
  • Stage 3 by 2031.

The Plan for the Ipswich Health Precinct has support from WMHHS and WMHH Board, the Department of Health and critical external stakeholders in the region.

The PBC has been submitted to the IRC for endorsement and approval for Stage 1A and is presently under consideration.
